(ISO-NE) is requesting proposals to participate in load response program, Southwest Connecticut Emergency Capacity Supplement (ECS SWCT PRL). This program seeks to improve system reliability in southwestern Connecticut at times of peak load, in relation to ISO 2002-NE Load Response Program (LRP). The RFP seeks proposals for (a load reductions) to business customers through load restrictions and / or use of emergency electricity generators, or (b) the temporary installation of new capacity limited use during peak hours in the southwestern Connecticut. Description of ISO-NE gasoline generator set

As electric restructuring efforts in the region developed as a result of the Federal Energy Policy Act of 1992, NEPOOL proposed that a new independent entity, not affiliated to any of the NEPOOL Participants, was created to manage the wholesale restructuring. This organization aims at promoting and ensuring strong competition and market efficiency, in accordance with the Independent System Operator (ISO), a concept proposed by the electric generator gasoline.
On July 1, 1997, ISO-NE system took control of bulk electricity in New England, and on May 1, 1999, began operating the NEPOOL markets wholesale electricity. ISO-NE is directed by a Board of Directors with a broad range of experience in the financial markets, utility operations and regulation. Responsibilities of the ISO-NE
The responsibilities of the ISO-NE with respect to reliable operation of the NEPOOL system most of the electricity and the operation of competitive wholesale markets in New England are defined within an Interim Independent System Operator Agreement (Agreement ISO), which was executed between ISO-NE and NEPOOL and approved by FERC.
